has 64 cores but 96 vCPU.
https://cloudprice.net/vm/Standard_D64as_v5
runs the same processor (64 CPU) against lower price per core.

Standard_D96as_v5 does not have 64 cores. It has 2x less cores, in that case it has 48 physical cores similar to Standard_D64as_v5 where it has 64vcpu and 32 physical cores. The ratio per vcpu and core would be the same between them. @Lucas Koster
